Reporting on green procurement

This supplementary information table supports reporting on green procurement activities in accordance with the Policy on Green Procurement.

Context

Although Office of the Public Sector Integrity Commissioner of Canada (the Office) was not bound by the Federal Sustainable Development Act in 2022–23 and is not required to develop a full 2020–23 Departmental Sustainable Development Strategy (DSDS), the Office adheres to the principles of the Federal Sustainable Development Strategy (FSDS) by complying with the Policy on Green Procurement.

The Policy on Green Procurement supports the Government of Canada’s effort to promote environmental stewardship. In keeping with the objectives of the policy, the Office supports sustainable development by integrating environmental performance considerations into the procurement decision-making process through the actions described in the 2019 to 2022 FSDS “Greening Government” goal.

The Office is purchasing copy paper made with 100% post- consumer fibre. When possible, office supplies labelled with environmental certified logos are selected first.Green procurement incorporates environmental considerations into purchasing decisions and is expected to motivate suppliers to reduce the environmental impact of the goods and services they deliver, and their supply chains to ensure sustainable consumption and production patterns.

*Note: The target of 80% was not tracked in 2022–23 due to employees working from home for the majority of the fiscal year.

Report on integrating sustainable development

During the 2022–23 reporting cycle, the Office had no proposals that required a strategic environmental assessment and no public statements were produced.

Purpose and objectives of transfer payment program

The transfer payment program is pursuant to the Public Servants Disclosure Protection Act (the PSDPA) and supports the Core Responsibility of the Office of the Public Sector Integrity Commissioner of Canada. It

provides access to legal advice in a timely and effective matter to qualified individuals and ensuring that the rights to procedural fairness and natural justice are upheld.

Results achieved

The transfer payment program provided qualified individuals with access to legal

advice about their situation, rights, obligations and assistance in determining their best course of action. In 2022–23, the Office received 84 requests for funding for legal advice under the PSDPA and 32 of those requests were granted.

Explanation of variances

As in previous years, the 2022–23 surplus is due to annual variations in the number of funding requests received, the number of those requests that are approved by the Commissioner, and the amount of funding awarded, whether it is $1,500 or $3,000. Finally, once funding is awarded, the Commissioner has no control over the actual amounts used by the recipient.
